generalYes. Switch to exact-pixels mode and type a width — the height follows automatically to keep the aspect ratio. If a platform demands a precise size, turn the aspect lock off and enter both the width and the height; the frames are then stretched to exactly those dimensions.
technicalUsually, yes — fewer pixels per frame means less data to store, so scaling a GIF to 50% often cuts the file size substantially. If you need the maximum size reduction, resize the GIF here and then run it through the GIF compressor to reduce the color palette as well.
technicalYou can scale a GIF up to 200% in percentage mode or set larger pixel dimensions directly. Keep in mind that GIF is a raster format, so enlarging beyond the original size makes the frames softer — small upscales look fine, but a large jump will show pixelation.
