No. The Background tab only applies while maintain aspect ratio is on. Turning it off stretches the photo to exactly fill the target size, so there is no empty space to fill and no cut-out to place; turn it back on to use Blur, Color, Gradient, Designs, Photo or AI background removal.

When Background is set to Blur, a Blur intensity slider (5-50) appears below it — lower values keep more visible texture in the softened backdrop, while higher values give a smoother, more abstract blur. The slider only applies to the Blur background type; switching to Color, Gradient, Preset or Image hides it since those fills don't use blur.
