HEIF to BMP for older software and devices that read only bitmaps

BMP is the fallback for software that predates modern formats: older Windows programs, some embedded displays and simple tools that read raw pixels and nothing else. A HEIF photo means nothing to them, so the converter writes the picture as a plain 24-bit BMP they can open.

The cost is size. BMP spends three bytes on every pixel with no compression at all, so a 12-megapixel photo of 4000 × 3000 pixels needs about 36 MB on disk. If the device that will show it has a fixed screen size, resize the photo to that screen first, which saves a JPG unless you pick another format, and turn that copy into a bitmap on the JPG to BMP page.

The quality slider doesn't appear for BMP, because nothing is compressed. The Background fill setting is shown too, but it only affects transparent areas, which camera photos don't have. If all you need is for the photo to open on a Windows PC, BMP is overkill: a JPG copy opens there just as well at a fraction of the size.
